Talking Book Services For Veterans The Talking Books Library (TBL) through the National Library Services (NLS) offers a free braille and talking books program for veterans and residents of the United States. By law, veterans receive preference for these library services. Veterans and residents with temporary or permanent low vision, blindness, or a physical challenge that prevents them from reading or holding the printed page are eligible for special reading materials and library services. Talking Books News Once you become a member of the TBL program, you can establish a Braille and Audio Reading Download (BARD) account. All you will need is an email address. Through BARD, TBL members may download books to play on their NLS digital machines and other authorized machines. Currently BARD offers over 99,000 titles.
